A possible budget deficit in the state budget of Ukraine for 2026 poses a risk of suspending support for certain programs in the agricultural sector. The deficit is estimated at around 4 billion hryvnias. This was stated by Oleksandr Gaiduk, the head of the Committee of the Verkhovna Rada of Ukraine on Agrarian and Land Policy, as reported by Ukrinform.

According to him, the state budget for 2026 allocates over 13 billion hryvnias for supporting the agricultural sector, but there is a risk of underfunding certain programs due to insufficient funding of the special fund.
This concerns funding for the development of berry farming, viticulture, and greenhouse construction.
He added that it is currently difficult to predict which programs will face funding cuts. However, priority programs will be fully funded.
“We forecast a possible deficit of 3.5-4 billion hryvnias. Priority will be given to supporting the front-line territories – funding will be allocated there in any case. Other programs may be partially postponed to the next year,” said Oleksandr Gaiduk.
Therefore, if farmers who have applied for specific programs do not receive funds this year, they will receive them in the following year.
