The Cabinet of Ministers of Ukraine has improved the rules for the use of aquatic bioresources for industrial fishing and fisheries. The resolution adopted on May 27 expands the list of types of aquatic bioresources for which fees are charged, as well as simplifies and speeds up the procedures for concluding contracts following auctions, according to the press service of the Ministry of Economy, Environment, and Agriculture.

“The purpose of the document is to create more transparent and efficient conditions for entrepreneurs, as well as to expand opportunities for the development of industry in inland waters of Ukraine and in certain areas of the World Ocean,” the statement said.
The resolution provides, among other things, for determining the fees for the use of new types of aquatic bioresources, including American (North Atlantic) halibut, Atlantic halibut, silver hake, sea cucumber, and sunfish.
“The need for these changes is related to the revival of the Ukrainian industry in the area of the Northwest Atlantic Fisheries Organization (NAFO) responsibility zone, as well as the spread of certain fish species in inland waters of Ukraine,” the ministry explained.
Additionally, the document shortens the deadlines for concluding contracts (up to 15 working days) for the right to use aquatic bioresources between the organizer and the auction winner.
The issue of submitting applications for exploratory fishing is also regulated, provisions regarding the production and issuance of tags are clarified, and the State Fisheries Agency is required to publish scientific-biological justifications for setting catch limits on its official website.
