In Ukraine, new rules for booking military reservists have been approved. On May 30, 2026, the Cabinet of Ministers adopted decisions aimed at making the existing system more transparent and fair. Among the important innovations is the increase in the minimum wage limit, as reported by agronews.ua.

One of the main criteria for booking a specific employee at an enterprise is their salary. Previously, the minimum income of an employee was at the level of 2.5 times the minimum wage (21,618 UAH), but now the requirement has changed. In order to book a person, the manager must ensure a salary of at least 25,941 UAH (3 times the minimum wage).
“For enterprises in the front-line territories, a separate condition remains at the level of 2.5 times the minimum wage, that is, 21,618 UAH,” clarified the Ministry of Economy, Environment and Agriculture.
This may lead to significant changes in the number of booked Ukrainians. Not all employers can afford to increase expenses on the financial support of subordinates.
The second block of innovations concerns individuals with multiple jobs. If a person works at several enterprises or has a deferment from mobilization for other reasons, the booking quota for such an employee will be taken into account only once – based on the main place of employment. This will help avoid cases of simultaneous increase in quotas in different companies.
As for the criteria of criticality, they must be reapproved by the central executive authorities and regional military administrations in agreement with the Ministry of Defense and the Ministry of Economy by June 10. Employers will have to confirm their status as a critically important enterprise taking into account the updates.
At the same time, businesses were given a transitional period. The current booking of military reservist employees will remain in effect until September 1, 2026, and the criticality status will not be automatically revoked.
