General Meeting of the All-Ukrainian Association of Communities Held in Khmelnytskyi Region

On Saturday, May 17, the General Meeting of the All-Ukrainian Association of Local Self-Government Bodies “All-Ukrainian Association of Communities” took place in Khmelnytskyi region.

The event was attended by government representatives and over 200 delegates from all regions of Ukraine, representing 907 members of the association.

During the Meeting, an updated legislative agenda of the Association was presented. This comprehensive document includes a list of necessary legislative changes developed by the Association in various directions.

Delegates also adopted an appeal to the President of Ukraine, the Verkhovna Rada of Ukraine, and the Cabinet of Ministers of Ukraine regarding the support of the legislative agenda of the Association.

Specifically, the changes affected various areas:

– decentralization reform and regional policies
– organization of the activities of local self-government bodies
– finances, budgets of local self-government bodies, and sources of their formation
– management of natural resources
– agro-sector as a resource base of local self-government bodies
– education sector
– healthcare sector.

Along with government representatives, international partners, and experts, the Meeting delegates discussed the developments of the Association, including key directions, a list of the most important regulatory acts, and specific legislative initiatives for communities during a plenary discussion.

As noted by the Association, the goal of the Meeting is to significantly strengthen the cooperation between state authorities, local self-government, expert community, and international partners with the Association. In the near future, the aim is to adopt the most important and at the same time best consensus decisions to continue and deepen the decentralization reform, strengthen the local self-government system, ensure the sustainability and development of Ukrainian communities, and achieve effective and timely European integration of Ukraine.

Additionally, during the event, members of the Ukrainian Parliament signed commitments to support the legislative agenda of the Association. Delegates also adopted an appeal to the President of Ukraine, the Verkhovna Rada of Ukraine, and the Cabinet of Ministers of Ukraine regarding the support of the legislative agenda of the Association approved by the General Meeting of the All-Ukrainian Association of Communities on May 17, 2025.
