According to the investigation, the housing and utilities department legally entered into lease agreements with local farmers for the use of nearly 1,500 hectares of Ministry of Defense lands. However, farmers unjustifiably seized over 100 hectares of land where the tank range was located, and used them for planting without entering into agreements and paying rent.
The former head of the housing and utilities department “did not notice” these violations and did not take measures to stop the illegal use of military land.
As a result, according to the findings of the expertise, the Ministry of Defense of Ukraine incurred losses of over 8 million hryvnias.
At present, the former official, who currently holds another position, has been informed of suspicion of careless attitude towards military service, which led to serious consequences in a special period (Part 3 of Article 425 of the Criminal Code of Ukraine). The sanction of the article provides for imprisonment for up to 7 years.
During the pre-trial investigation, the lands of the tank range were returned to the Ministry of Defense of Ukraine.
