Empty communal housing in communities to be allocated to internally displaced persons

The Ministry of Community and Territory Development of Ukraine, together with the international organization Habitat for Humanity, is launching a large-scale pilot project to renovate abandoned real estate for the needs of internally displaced persons. Due to the war in Ukraine, about 13% of the housing stock (60 million square meters) has been destroyed or damaged, leaving almost three million people homeless. This new initiative is intended to be one of the fastest ways to address this problem. This was reported by the Ministry.

The selection process will take place throughout February and March. The focus will be on objects that are in state or communal ownership:

– Dormitories that have been vacant for years
– Administrative buildings that can be converted into residential rooms
– Empty houses owned by communities
– Inherited property (real estate that has passed to the state due to lack of heirs)

The project will not be limited to just repairs. The primary task is to create a single digital database of available real estate.

In the first stage, 10-15 buildings in three regions – Kyiv, Ivano-Frankivsk, and Poltava – will be selected for which a complete set of project solutions will be prepared. This will allow for funding to be attracted and construction work to start as quickly as possible.

This approach is significantly cheaper and faster than building new high-rise buildings. In addition to providing people with a roof over their heads, the project will help communities get rid of neglected buildings, transforming them into modern social facilities with utilities and proper living conditions.
