The Committee of the Verkhovna Rada of Ukraine on Agrarian and Land Policy considered and took note of the Report of the Accounting Chamber on the results of the audit of compliance of state support for agricultural producers with the requirements of accessibility and transparency at the meeting on January 13. It is worth reminding that the audit revealed systemic problems regarding the insufficient accessibility and transparency of state support programs for agricultural producers. In particular, despite the development of the State Agrarian Register (DAR), a significant portion of potential recipients could not access state support.
Support funds were received by companies belonging to large corporate groups. For example, out of 49 recipients, 31 corporate groups accounted for a total of 16% of all support payments to agricultural producers by allocating budget subsidies per unit of cultivated land.
The Accounting Chamber provided seven recommendations to the Cabinet of Ministers of Ukraine, the Ministry of Economy, Environment and Agriculture, and the Ukrainian State Fund for Support of Farmers to address the identified shortcomings.
As Serhiy Klyuchka informed the Committee of the Verkhovna Rada, some of them are already being implemented. In particular, the Ministry of Economy is reviewing the requirements for agricultural producers – recipients of state support and developing a mechanism for automatic grouping of related persons. This will allow identifying agricultural producers who are not entitled to such support.
The Ministry is also working on improving the procedure for disclosing registry data in the State Agrarian Register regarding the actual receipt of state support: by program, amounts, and recipients.
